Suunto Helsinki Clinometer / Inclinometer (?)

This Clinometer was purchased at an estate sale and I have no idea how to use it. The dial on top spins around like a compass when you move it, but I wouldn\'t know exactly what to do with it: it\'s out of my sphere of knowledge. These instruments when purchased new seem to be fairly pricey. This one comes with a sturdy leather case that snaps closed and also has a modern lanyard/strap. The leather cases alone sell for over $10. The surveying tool (I was told) is used for surveying and construction and SUUNTO is a top manufacturing company of precision instruments. This item is being sold as is since I know nothing about how to use it.
