Vintage Westmoreland Electric Blue Humphrey the Camel Candy Dish:

This one has puzzled a lot of people. He is marked west moorland III. He is believed to be an electric blue that was either a prototype or he is the base color for an electric blue carnival that missed its carnival coating. So we are not really sure what he is.
