Mher Chatinyan was born in Armenia in 1989. He developed an interest in painting and drawing after graduating from high school in 2006. His first teacher and inspiration was his father, a teacher of painting and art history.In 2010, Chatinyan graduated from the Faculty of Painting and Graphics at Vanadzor State Pedagogical Institute. He has been a member of the World Union of Armenian Artists since 2012 and the Union of Artists of Armenia since 2019.
