Official Government Document Signed by the Prime Minister of Serbia – 1893 – Kingdom of Serbia

This is an original state document issued by one of the highest institutions of the Kingdom of Serbia, the Ministerial Council (the official name of the Serbian Government at the time), dated 1893.

The document bears the authentic signature of Lazar Dokić, who served simultaneously as:

  • President of the Ministerial Council (Prime Minister)

  • Minister of Education and Ecclesiastical Affairs

During this era, executive authority belonged primarily to the king, so the role of the prime minister did not hold the same political power as it does today. Nevertheless, Lazar Dokić was, at least nominally, the second most important official in the country.

Historical note on Lazar Dokić:
Dokić served as chief regent and later as Prime Minister before the accession of the underage King Alexander Obrenović. He became Prime Minister again after the young king officially ascended the throne. Lazar Dokić passed away only three months after signing this document, which adds to its historical significance.

Signature authenticity:
From the handwriting and composition, it is clear that the signature at the bottom right was made personally by Lazar Dokić.
In the 19th century it was common for the prime minister to personally sign documents related to appointments in the education sector, as the number of teachers and institutions was far smaller than today. The document is filled out by a clerk in neat, uniform handwriting, while the signature of the minister displays a freer, more personal handwriting style, confirming that only the signature is by Dokić himself.

In the lower-left corner, handwritten initials likely belong to an office clerk or registrar confirming that the document was properly recorded before being issued.

Document content:
This is an official appointment document for Milan Jevtić, who was assigned to a teaching position at the Gymnasium (High School) in Zaječar, including an entry of his salary.
The form itself is printed, with all personal and administrative information filled out manually, as was standard at the time.

Condition:

  • Relatively well preserved.

  • Two small tears in the middle (visible in the photos), which become practically invisible once placed inside archival protective sleeves.

  • Considering the age of the document and all preserved elements, the condition is very good.

  • The document features a beautiful printed coat of arms of the Kingdom of Serbia at the top, along with a decorative border.

  • No official seal is present, which was typical for certain administrative documents of the period.

The document is stored in two durable, crystal-clear archival sleeves, as it is slightly longer than modern A4 format.

This is a rare and historically valuable artifact from the Kingdom of Serbia, issued by a top state authority, made even more valuable by:

  • its age,

  • the preserved original handwriting,

  • and most importantly, the authentic signature of Prime Minister Lazar Dokić.
