A Pacific mail cover from California to the Kingdom of Hawaii, franked with a pair of 3c green Washington Bank Notes paying the 6c treaty rate to Honolulu - and struck with a bold oval \"Too Late\" handstamp, the mark a clerk applied when a letter reached the office after the mail for the outgoing steamer had already closed.

1. Postal Markings & Operational Analysis

The Format: A small white laid-texture envelope, approximately 5¾ x 3⅛ inches, addressed in a confident brown-ink copperplate hand and entered the mails intact (the back flap is sealed and undisturbed). The Franking: Two 3c green Washington stamps of the Bank Note series are affixed at upper right, together paying 6c; the right-hand stamp carries a black killer, and an indistinct circular datestamp is struck at left, of which only the day numeral \"15\" and the state abbreviation \"CAL.\" can be read with certainty - the year is not legible anywhere on the cover.

Postal Rates & Law: Six cents is exactly the rate fixed by the Postal Convention between the United States and the Kingdom of Hawaii, signed May 4, 1870 and effective July 1, 1870, which created a single rate of 6c per half ounce on first-class mail, fully prepaid with the postage stamps of the country of origin. The same convention abolished collect and underpaid letters between the two countries and barred either post office from adding an internal delivery or ship fee on mail received from the other. That 6c \"Convention Period\" rate ran until December 31, 1881; on January 1, 1882 Hawaii joined the Universal Postal Union and the letter rate to and from North America dropped to 5c. The 6c franking therefore places this cover squarely in the 1870-1881 window, and the Bank Note printings of the 3c green narrow it to the mid-to-late 1870s or 1881.

Payment Status: Fully prepaid by adhesives, exactly as the convention required - no due or collect markings appear.

The \"Too Late\" Marking: A large oval handstamp reading Too Late is struck boldly at lower left. In American practice of this period the mark told clerks (and the addressee) that the letter had been deposited after the mail for the departing vessel had been made up and closed, so it had to wait for the next sailing. On transpacific correspondence this was no small matter: mail for Honolulu left San Francisco only when a steamer or sailing vessel departed, so a letter that missed the bag could sit for days or weeks. The marking is the single most collectible feature of this cover.

Reverse / Exchange Office Marks: The back carries two matching SAN FRANCISCO CAL. circular datestamps dated FEB 15 - one struck in red, one in black, each with additional lettering in the lower arc. San Francisco was the exchange office for all United States mail to the Islands, and the use of two strikes in two colors on the same day reflects the handling the letter received there in connection with the dispatch for Honolulu.

The Destination Address: Transcribed as written: \"Geo. E. Wilhoit / Honolulu / Hawaiian Is.\"

2. Historical Significance

The 1870 convention was the moment Hawaii-United States mail became ordinary, modern, prepaid correspondence rather than an improvised chain of ship fees and accounting with the San Francisco post office. A cover like this one is the everyday evidence of that system working: California postage stamps, a single 6c rate, a San Francisco exchange marking, and an address that simply says \"Hawaiian Is.\" - the Kingdom of Hawaii, two decades before the overthrow of the monarchy and three decades before annexation changed the rate to plain domestic postage. In the 1870s there was no regular daily link; letters crossed on whatever steamer or sailing vessel was bound for Honolulu, which is precisely why a \"Too Late\" strike mattered enough to warrant its own handstamp.

The addressee, Geo. E. Wilhoit of Honolulu, is not documented in the sources consulted for this listing, and no reliable biographical information was found; the cover is offered on its postal merits rather than on any claim about him. Likewise the sender is unidentified, as the cover carries no return address or docketing.

3. Transcription

The cover is an envelope only, with no enclosure. The address panel reads:
Geo. E. Wilhoit
Honolulu
Hawaiian Is.

Condition: Sound and presentable, with light overall toning, a few edge wrinkles and a short tear at the upper right corner where the right-hand stamp overhangs the edge; the \"Too Late\" oval is strong and the reverse datestamps are clear.
