There are actually three sets of two matching serial numbers here, and they are sequential (2 notes each with serial numbers 9149, 9150, and 9151).
This uniquely artistic series was limited to 20,000 sets, according to the German Wikipedia page for the city of Erkelenz, where the notes are pictured. And indeed, I can confirm, I have never seen a serial number over 20,000 on any note from the set.
