All of the pieces are new, everything is as you would expect in an new Lego set.
12/21 Bags were opened to remove figures, 9 bags remain factory sealed. All of the pieces from the bags were then put back into the corresponding back, and carefully resealed with some tape. Not a single piece was ever assembled, all of the pieces are new.
The instructions and stickers are present, and remain sealed and unused.
