Although its structure evolved over time, the MVD system encompassed the *militsiya* (police), Internal Troops, correctional labor institutions, the fire service, and other units.
The Ministry’s primary duties included maintaining public order, combating offenders, conducting investigations, guarding critical facilities, prisoner transport, and ensuring security during mass events. The *militsiya* handled street patrols, crime solving, and the enforcement of public order, while the Internal Troops guarded facilities and vital institutions, as well as carrying out tasks during emergencies.
Within the Soviet system, the MVD also exercised state control functions. Its units could be deployed to handle mass unrest and to guard major industrial enterprises, transport networks, and other facilities. During emergencies, MVD forces participated in population evacuations, disaster relief operations, and the maintenance of order in affected areas.
Thus, the USSR Ministry of Internal Affairs constituted a vast system of law enforcement and paramilitary structures dedicated to maintaining public order, combating crime, protecting critical facilities, and ensuring the state\'s internal security.
